新冠疫情防控政策遵从意愿影响机制的回溯性研究

Retrospective Study on the Influence Mechanism of Compliance Willingness with COVID-19 Epidemic Prevention and Control Policies

  • 摘要: 选取新冠疫情作为回溯性研究案例,基于计划行为理论的分析框架,从疫情防控政策的本身特质和外部环境2个视角提出假设模型,基于510份回溯性调查数据,应用结构方程模型实证分析公众政策遵从意愿的影响因素,探究重大疫情防控政策遵从意愿的影响机制。结果表明:政策的本身特质、政策的外部环境、行为态度、主观规范均对公众的遵从意愿具有显著的正向影响;行为态度在政策的本身特质、政策的外部环境和主观规范与公众遵从意愿之间有较为显著的中介作用,且相较之下,行为态度在政策的本身特质与遵从意愿之间的中介效应占比较大。基于研究结果,为提高公众对政策遵从意愿提供更为精准、科学的决策依据,建议完善疫情防控政策的设计和执行程序、优化政策的外部环境、强化行为态度的正向引导、深化对数据结果的分析和应用等。本文研究不仅深化了对疫情防控政策遵从意愿影响机制的理解,也为未来制定更加有效、更具针对性的疫情防控政策提供了有益的参考与启示。

     

    Abstract: Selecting the COVID-19 pandemic as a case study for a retrospective analysis, based on the framework of the theory of planned behavior, a hypothetical model was proposed, from two perspectives of the inherent characteristics of the epidemic prevention and control policies and the external environment. Utilizing retrospective survey data from 510 respondents, structural equation Modeling was employed to empirically analyze the factors influencing public compliance intentions with policies, exploring the mechanisms affecting compliance intentions with major pandemic control policies. The results indicate that the inherent characteristics of policies, the external environment of policies, behavioral attitudes, and subjective norms all have a significant positive impact on the public compliance intentions. Moreover, behavioral attitudes play relatively significant mediating role between the inherent characteristics of policies, the external environment of policies, subjective norms, and public compliance intention. Based on the research findings, to provide more precise and scientific decision-making bases for enhancing public compliance intentions with pandemic control policies, it is recommended to improve the design and implementation procedures of epidemic prevention and control policies, optimize the external environment of the policies, strengthen the positive guidance of behavioral attitudes, and deepen the analysis and application of data results. This research not only deepens the understanding of mechanisms influencing compliance intentions with pandemic control policies but also provides valuable insights and references for formulating more effective and targeted pandemic control policies in the future.
