An Empirical Study of Regional Energy Structure Optimization Based on Carbon Constraint

  • According to the China Energy Statistical Yearbook 2020 and Shanghai Statistical Yearbook 2020, taking the reduction of 10% of actual total carbon emission of 220.4×106 t in 2019 as the carbon constraint target, the carbon pinch method was used to solve the minimum demand for clean energy in shanghai under the global and departmental carbon constraints, and optimize the energy structure under the two scenarios. The results show that in both scenarios, the minimum demand for clean energy in Shanghai is 88.7×1016 J; Under the carbon constraint of the industrial sector, the proportion of clean energy allocated to the tertiary industry is 53.9%, which is much higher than that of the secondary industry and domestic consumer sector, and the tertiary industry has the highest capacity for clean energy. It is suggested that Shanghai should promote energy technology reform, and vigorously develop clean energy technology and low-carbon technology. Accelerate the upgrading and transformation of industrial structure, further establish the dominant position of the tertiary industry dominated by financial and information industries, and gradually reduce the scale of the secondary industry, to build it into a"small but fine"development model.
